The Ministry for Primary Industries (MPI) works with Pacific Island Countries to strengthen their capacity to sustainably manage fisheries. While their in-person workshops and training were successful, MPI was seeking other approaches rather than being overly reliant on in-country classroom-style training. Their goal was to provide a blended learning programme incorporating eLearning and facilitated sessions that would enable individual and cohort learning.
We created a learning pathway of three modules via MPI's LMS. Each module comprised of various elements including several eLearning sessions, guided reading and at-work learning activities.
To maximise engagement we used learning techniques including subject-specific imagery, audio explanations of diagrams or key points, video clips of expert explanations or personal experiences, personal reflection and branching scenarios. The knowledge-based assessment for each module was created using scenario-based questions for relevance and application, rather than simple recall of information.
Taking into account the target audience and platform, we decided to create micro-mods for easier absorption, quicker completion during a busy day, and smaller file sizes to minimise bandwidth issues. To ensure a consistent learning experience, we locked some elements within a module’s pathway until after completion of a previous element.
MPI now have a successful blended learning programme that is effective in improving their participants’ fisheries management knowledge and application.
They have been able to build relationships through online facilitation and discussions encouraging longevity of MPI’s Pacific fisheries programme.
With this new mode of delivery, MPI have been able to maximise resources and strengthen their approach to building the skillsets of Pacific Island government professionals within the fisheries sector.
